The Nebraska Energy Office today confirmed the state will be providing appliance and residential heating and cooling equipment rebates funded under the American Recovery and Reinvestment Act. The state will receive $1.71 million for rebates and to operate the program, and was awarded $171,100 to the Nebraska Energy Office yesterday. |

The Nebraska Arts Council (NAC) has approved grants to fifteen organizations totaling $271,800. The Nebraska Arts Jobs were funded as part of the American Recovery and Reinvestment Act of 2009 provided to the NAC by the National Endowment for the Arts (NEA). ARRA funds were restricted to Nebraska-based nonprofit arts organizations and were awarded exclusively to save salaried or contractual positions with these organizations. |

U. S. Secretary of Education Arne Duncan today announced more than $191 million is now available for Nebraska under the American Recovery and Reinvestment Act (ARRA) of 2009. Today’s funding is being made available per Nebraska’s successful completion of Part 1 of the State Stabilization Application, which was made available on April 1st. Nebraska will be eligible to apply for another $94 million this fall. |

Nebraska Submits First Round of Projects for Rural Stimulus Transit Funding

The state has applied for nearly $5.3 million in recovery funds for transit projects in rural areas of the state. If approved by federal officials, a total of 27 cities, counties and local transportation providers will use the funding to purchase new vans and buses, build storage facilities and upgrade other equipment. Major projects include the RYDE partnership, headquartered in Kearney, as well as funding for mass transit efforts in North Platte and Scotts Bluff County. |

Temporary Increase in Weekly Unemployment Benefit

Starting April 1, Nebraskans receiving unemployment compensation are receiving an additional $25 per week. The ARRA provided for a $25 increase for eligible workers after the law was enacted. Retroactive payments are being made for the weeks between Feb.. 22 and March 27. The additional $25 payment will be on regular and extended unemployment benefits through June 30, 2010.

The governor and the League of Nebraska Municipalities announced that 23 projects in 16 Nebraska communities will be released for bids using federal recovery funding.
Nebraska received $28.1 million in ARRA funds for improvements in first-class cities. The governor asked the League to determine funding priorities in accordance with ARRA requirements.

Lincoln Mayor Chris Beutler outlined how the city of Lincoln plans to allocated $9.3 million in local roads funding included in the ARRA of 2009. In addition to funding for state roads projects, funding was included for cities and counties, including specific funding for the cities of Lincoln and Omaha. Gov. Heineman asked Mayor Beutler to determine how funding for Lincoln roads would be used.

Food Stamp Benefits to Increase in April

Food stamp benefits will increase starting in April. ARRA funding for Nebraska will provide a 13 percent increase in benefits for individuals and families receiving benefits. A three-person household with no countable income will receive an extra $63 a month. The additional benefit will be added automatically starting April 1, and will replace the annual cost of living increase usually applied in October.

Approximately $2.3 million in federal recovery funding will be used to investigate and cleanup 60 leaking underground storage tank sites in 43 Nebraska communities. The selected sites meet the federal requirement that funding be directed where there is no viable responsible person to do the cleanup. The locations were identified by the Nebraska Department of Environmental Quality as priority sites needing cleanup or further investigation.

State Outlines Potential “Ready-to-Go” Transportation Projects

The Nebraska Department of Roads has released an updated list of potential projects that could be pursued using state highway infrastructure funding included in the American Recovery & Reinvestment Act of 2009.
The 80 projects included represent a total of $387 million and will have to meet state and federal regulations, as well as the provisions included in the ARRA. An estimated $157 million will be available in Nebraska for updates to state road and bridge infrastructure.

Nebraska to Receive First Stimulus Funding for Medicaid, $38 Million

The State of Nebraska will receive a temporary increase in federal reimbursements for services provided to Medicaid clients in the state.
Recovery funds are being used to increase the Medicaid match to states retroactive to Oct. 1, 2008, and extending through Dec. 31, 2010. Services for Medicaid-eligible individuals are initially paid for by the state, with the federal government later reimbursing states for the federal share of those costs. The state drew an additional $38 million for services in the last quarter of 2008.

The federal American Recovery and Reinvestment Act (ARRA) is expected to provide approximately $1 billion for Nebraska. It includes funding for more than 50 state programs, and federal agencies are expected to provide guidance on how funding can be used over the next several months.
The state expects to receive $235 million for roads, and the state is moving forward with planning for highway projects. The Nebraska Department of Roads compiled a list of shovel-ready projects and is seeking bids on seven initial projects. Contracts will be awarded in mid-March.

Filing Date for Emergency Unemployment Compensation Extended

The American Recovery and Reinvestment Act signed by President Barack Obama extends the Emergency Unemployment Compensation filing date from March 31, 2009, to Dec. 31, 2009.
Emergency unemployment compensation is available to workers who exhaust regular unemployment insurance benefits during periods of high unemployment. Those eligible for extended benefits will be notified and asked to submit a claim in order to receive emergency compensation.

Unemployed workers in Nebraska will see an additional $25 added to their weekly unemployment benefit. The additional payment will come from federal recovery funds, and be in effect through June 2010. Once changes to the state’s unemployment benefit system are made payments will be distributed automatically with retroactive payments made for the weeks in the interim.
