| ARRA has provided funds to state administered programs for water infrastructure investments. These programs are normally initiated with federal dollars and replenished with loan repayments by local government recipients. The ARRA funds have enabled states to offer more loans to communities at lower rates, as well as grants that need not be repaid. |
