INFRASTRUCTURE

Capital investment is intended both to create jobs in the short term and to improve economic potential through modernization of our industrial base. The ARRA directs States to spend stimulus funding in the categories shown below, primarily through formula grants for identified, but previously unfunded projects. Some additional funding is also included as competitive grants for new infrastructure and housing projects.

Transportation

Nebraska will receive dollars directly at the state and local levels for “shovel-ready” construction projects such as highway and bridge projects, rural road improvements, overpasses and interchanges, bridge replacements, and route realignments. Additional funds are reserved to enhance urban and rural public transit services.

Energy

Federal energy block grants will be distributed through State government to local communities to assist lower-income families improve energy efficiency in their homes. The ARRA places special emphasis on supporting equipment and infrastructure that utilize renewable sources of energy.

Water

Additional federal funds are available to improve drinking and waste water systems through our State Revolving Fund. Nebraska may administer these funds through a combination of loans and grants to local communities.

Community Development

Additional Block Grants will be available for local community capital projects, with priority given to those that can award contracts the soonest.  Funds will also be available on a competitive basis to fund the Neighborhood Stabilization Program, which will assist in the purchase and rehabilitation of foreclosed vacant properties and help create affordable housing and stabilize neighborhoods.

Environment

Nebraska may be eligible for Federal grants to provide cleanup of former industrial and commercial sites, hazardous and toxic waste, and leaking underground storage tanks. Funding is also provided to assist state enforcement of petroleum cleanup, as well as programs to reduce diesel pollutant emissions.

Government Facilities

The ARRA provides federal funding to conduct capital and construction projects for government facilities to support various public service functions at the federal, state and local levels.

Technology

Open access broadband infrastructure projects that serve rural and/or underserved areas may be eligible for federal loans, grants and loan guarantees, all on a competitive basis. The ARRA also makes some funds available to promote adoption of Health Information Technology.
